Quota Count System at Chopin Airport

Warsaw Chopin Airport introduced a Quota Count system used to coordinate night time flight schedules. Please find below the principles of the system. 

The Quota Count System is used at Chopin Airport to plan night time flight schedules, with night time defined by relevant noise mitigation regulations as a period of time between 22.00 and 06.00 LMT.

The „Quota Count” (QC) point calculation method for night flights involves allocating points to aircraft movements up to a single night point limit.

Aircraft taking off from and landing at Chopin Airport receive a specific QC point value between from 0.13 to 16.00 depending on acoustic parameters, based on aircraft noise certificates submitted by carriers.

Aircraft are classified based on separate calculations for take offs and landings according to measurement data included in noise certificates. The values are calculated as follows:

take offs = [EPNdB(lateral) + EPNdB (flyover)] / 2
landings = EPNdB (approach) – 9

Using the above calculations the Airport operator prepares a table with QC points assigned to given aircraft types operating at Chopin Airport.
Total QC points for all planned night operations should not exceed the total QC point limit value for a given schedule season. 

The night time QC point limit available for slot distribution in each IATA schedule season is declared by the Warsaw Chopin Airport operator as a coordination parameter.

A 24 QC pts limit is assumed for the Summer 2017 season.

The QC point limit value is verified yearly. Irrespective of the annual verification, the limit value can be modified for a given schedule season, depending on noise monitoring results, as well as obligations imposed on the airport operator as a result of legal regulations or administrative decisions.
